Demonstrations in Cologne

September 19-20, 2008

This Warden Message alerts U.S. citizens to the possibility of large-scale demonstrations surrounding a conference planned by anti-Muslim groups for September 19-20 in Cologne. Participants will reportedly travel to the city from several European countries. Counter-demonstrations are also possible, with some estimates indicating as many as 40,000 participants. Some reports suggest that this event could affect or block the city’s historic center in the days before the conference and following it. Demonstrations could also take place near the site of a planned mosque in the city’s Ehrenfeld district. Police anticipate probable violence in the area of the demonstrations and significant transit delays throughout the city. American citizens in Germany are encouraged to defer non-essential travel to Cologne at this time. Americans resident in Cologne are strongly encouraged to avoid the city’s historic center (including Heumarkt and Roncalliplatz) as well as the site of the future mosque in Ehrenfeld during the conference, to monitor closely local news reports for additional information, and to be aware of their surroundings at all times.

Spontaneous demonstrations take place in Germany from time to time in response to world events or local developments. We remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid the areas of demonstrations if possible, and to exercise caution if within the vicinity of any demonstrations. American citizens should stay current with media coverage of local events and be aware of their surroundings at all times.
