What's this about no more "Transit Without Visa" (TWOV) through the USA? Does this mean I need a visa?

Answer: The Visa Waiver Program remains in effect. Travelers who are eligible to use the Visa Waiver Program to visit the USA may also use the Visa Waiver Program to transit the USA. Suspension of the Transit Without Visa Program therefore has no significance for German travelers who can use the Visa Waiver Program to transit the USA on their way to and from Canada, Mexico, or South America. Here in Germany, the typical person affected by this change might be a Brazilian citizen (for example) who wants to transit the U.S. on the way back to Brazil from Germany and who does not have a valid U.S. visa.
